On the list of countries that have announced participation in GREEN×EXPO 2027, Africa is the largest region, with 36 countries. In the list’s gojuon (Japanese alphabetical) order, the second 18 run from Equatorial Guinea to Lesotho. The first 18 (Angola to Seychelles) are covered in a separate article.
The list is published by the GREEN×EXPO Association (the public-interest incorporated association organising the 2027 International Horticultural Expo) and Japan’s Ministry of Foreign Affairs (MOFA). As of 2026-09-09 it included 74 countries and five international organisations. The full list is on our feature page, “Participating countries guide”.
As of September 2026, none of these 18 countries has announced signing an official participation contract. Libya was newly added in the 2026-09-09 update of the GREEN×EXPO Association’s list.
Country by country (1): Equatorial Guinea to Burundi
1. Republic of Equatorial Guinea
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the area is 28,051 square kilometres (about 1.5 times Shikoku) and the population is about 1.893 million (2024, World Bank). The capital is Ciudad de la Paz. A move there from Malabo was declared in January 2026, though Malabo, on the island of Bioko, continues to function as the de facto capital. The languages are Spanish (official), French (second official language) and Portuguese (third official language), among others.
2. Federal Republic of Somalia
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Mogadishu, the population is 19.65 million (2025, World Bank), and the languages are Somali (official) and Arabic (second official language).
3. Republic of Chad
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is N’Djamena, the population is 20.30 million (2024, World Bank), and the languages are French and Arabic (both official).
4. Central African Republic
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Bangui, the population is 5.33 million (2024, World Bank), and the languages are French and Sango (both official).
5. Togolese Republic
No further news on an official contract or exhibit has been confirmed as of September 2026. According to MOFA’s basic data, the capital is Lomé, the population is 9.52 million (2024, World Bank), and the languages include French (official), Ewe and Kabiye.
6. Republic of Burundi
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Gitega (Bujumbura is the economic centre), the population is 14.04 million (2024, World Bank), and the languages are French and Kirundi (both official).

No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Gaborone, the population is 2.52 million (2024, World Bank), and the languages are English and Tswana (national language).
9. Republic of Madagascar
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Antananarivo, the population is 31.96 million (2024, World Bank), and the languages are Malagasy and French (both official).
10. Republic of Malawi
No further news on an official contract or exhibit has been confirmed as of September 2026. According to MOFA’s basic data, the capital is Lilongwe, the population is 21.66 million (2024, World Bank), and the languages are Chewa and English (official), plus various local languages.
11. Republic of Mali

According to MOFA’s basic data, the area is 640,000 square kilometres (about 1.7 times Japan), the capital is Juba, the population is 11.94 million (2024, World Bank), and the languages are English (official) and Arabic, plus numerous local languages.

According to MOFA’s basic data, the capital is Nouakchott, the population is 5.17 million (2024, World Bank), and the languages are Arabic (official, national) and others, with French also widely used in practice.

No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Maputo, the population is about 34.63 million (2024, World Bank), and the languages are Portuguese (official) and Makhuwa, among others.
15. Kingdom of Morocco
No further news on an official contract or exhibit has been confirmed as of September 2026. According to MOFA’s basic data, the capital is Rabat, the population is 38.43 million (2025, World Bank), and the languages are Arabic and Amazigh (Berber) (both official), plus French.
16. State of Libya
The GREEN×EXPO Association’s list marks Libya as newly added in the 2026-09-09 update. No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Tripoli, the population is 6.81 million (2022, World Bank), and the language is Arabic.
17. Republic of Liberia
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Monrovia, the population is 5.61 million (2024, World Bank), and the language is English (official), plus various local languages.
18. Kingdom of Lesotho
No official participation contract or exhibit details have been announced as of September 2026. According to MOFA’s basic data, the capital is Maseru, the population is 2.34 million (2024, World Bank), and the languages are English and Sesotho (both official).
Our take
This second half of the list includes Madagascar and Morocco, both known for distinctive plant traditions, and Mauritania and Libya, which have large desert regions. Libya was added only in the 2026-09-09 update, which shows that countries have joined the list at very different times. None of these 18 countries has announced an official participation contract either. When a contract or exhibit is announced, we will add it to that country’s entry.
