Europe accounts for seven of the countries that have confirmed participation in GREEN×EXPO 2027: Azerbaijan, Italy, the UK, Croatia, Spain, Serbia and Luxembourg. All seven appear on the participation list published by the GREEN×EXPO Association (as of 9 September 2026) and on the Ministry of Foreign Affairs list (as of 7 September 2026). Three of them (Italy, the UK and Luxembourg) have gone on to sign official participation contracts with the Association.
GREEN×EXPO 2027, the 2027 International Horticultural Expo, runs from 19 March to 26 September 2027 at a site in Yokohama’s Seya and Asahi wards. The country details below come from the Ministry of Foreign Affairs’ basic data and the Association’s announcements, and are current as of September 2026.
Western Europe
The United Kingdom
The UK signed its official participation contract with the GREEN×EXPO Association at the British Embassy in Tokyo on 30 July 2026 (announced the following day). Drawing on its long experience in horticulture and landscape design, it plans to recreate a British garden in Yokohama. It will also introduce innovations in sustainable technology. According to the Ministry of Foreign Affairs’ basic data, its capital is London (population about 9.09 million, 2024), its population is 68.27 million (2023, UK Office for National Statistics) and its language is English.
Luxembourg
Luxembourg signed its official participation contract with the GREEN×EXPO Association on 26 February 2026 at the Embassy of Luxembourg in Tokyo (announced on 6 April 2026, the same day as India). Its exhibit will introduce the horticultural heritage the country built as a rose exporter in the 19th century. It will also carry the message that the human connection to nature matters more as life becomes increasingly digital. Luxembourg is taking part in the year of the 100th anniversary of its diplomatic relations with Japan. The Ministry of Foreign Affairs’ basic data lists its capital as Luxembourg City, its population as 691,000 (January 2026) and its languages as Luxembourgish, French and German.
Southern Europe
Italy
Italy signed its official participation contract with the GREEN×EXPO Association at the Italian Embassy in Tokyo on 9 July 2026 (announced on 13 July). It will carry over some of the architecture and exhibit elements from its well-received pavilion at Expo 2025 Osaka, Kansai. The exhibit theme is “Italy designing the harmony of nature, tradition and innovation.” The Association has also framed this as a demonstration of Italy’s commitment to the circular economy and sustainability. According to the Ministry of Foreign Affairs’ basic data, its capital is Rome, its population is about 58.97 million (2024, IMF) and its language is Italian. Spain
Spain appears on the participation list, but as of September 2026 it has not signed an official participation contract and has not announced any exhibit information. According to the Ministry of Foreign Affairs’ basic data, its capital is Madrid (population about 3.51 million), its population is about 49.72 million (2025, IMF) and its language is Spanish (Castilian). During Expo 2025 Osaka, Kansai, Spanish cabinet ministers, including its Minister of Industry and Tourism, visited Japan as guests for Spain’s national day.
Central and Eastern Europe, and the Balkans
Croatia
Croatia has not signed an official participation contract either, as of September 2026. It is on the participation list but has not announced any exhibit information. The Ministry of Foreign Affairs’ basic data gives its capital as Zagreb, its population as 3.855 million (2022, Croatian Bureau of Statistics) and its official language as Croatian. Prime Minister Plenković visited Japan in September 2025, during Expo 2025 Osaka, Kansai.
Serbia
Serbia is in the same position as Croatia: on the participation list, with no official participation contract signed and no exhibit information announced as of September 2026. According to the Ministry of Foreign Affairs’ basic data, its capital is Belgrade (population about 1.68 million), its population is about 6.59 million (2024, World Bank) and its official language is Serbian. President Vučić visited Japan in September 2025 for Serbia’s national day at Expo 2025 Osaka, Kansai.
The Caucasus
Azerbaijan
Azerbaijan is on the participation list too. As of September 2026 it has not signed an official participation contract or announced any exhibit information. According to the Ministry of Foreign Affairs’ basic data, its capital is Baku, its population is 10.4 million (2025, UNFPA) and its official language is Azerbaijani.
Our take
The three European countries that have signed are all planning exhibits built around their own garden culture and horticultural traditions. Italy’s pavilion should draw visitors because of its Expo 2025 Osaka, Kansai connection. The UK and Luxembourg will probably build on their long histories as horticultural nations. The other four (Azerbaijan, Croatia, Spain and Serbia) have not announced exhibit content, and we will add each country’s plans here once they are announced.
